Minutes of the Audit Review Committee Meeting
August 30, 1999

The first meeting of the Audit Review Committee was held at the Park Place Hotel in Kansas City, MO.

Paul Miller, National DHIA Executive Director, chaired the meeting. The following persons attended as Committee participants:

Paul Miller and Michael Rector attended the meeting as non-Committee representatives from National DHIA and Quality Certification Services.

Following introductions, Paul Miller reviewed the meeting schedules and timetable deadlines for the completion of the advisory committee recommendations to the CDCB.

Bruce Dokkebakken reported on the Field Service Advisory Committee meeting held on July 23-24 in Kansas City, MO. Michael Rector presented a draft manual summarizing the recommendations of that Committee.

The Audit Review Committee discussed the document entitled QCS Policy and Certifcation Manual and determined that it was the charge of this Committee to write a generic set of guidelines and procedures to be adopted by the CDCB for the auditing and enforcement of CDCB standards. Michael was instructed to revise the format and wording of the manual to accommodate this change.

Having acknowledged that the references to QCS would be replaced with references to the auditor, the Committee reviewed the sections entitled General Guidelines and Field Service Evaluation Manual in great detail. The sections entitled Meter Center Evaluation Manual and Meter Technician Evaluation Manual were reviewed in more general terms.

A number of minor changes were suggested but the overall recommendations of the Field Service Advisory Committee were supported by the Committee. Michael was instructed to send the revised copy to the representatives of the Field Service Advisory Committee and gather feedback regarding the changes.

Jim Boyer reported on the Processing Center Advisory Committee meeting held on August 20th in Charlotte, NC. Michael presented a section of the manual entitled Processing Center Evaluation Manual and explained that it had not been reviewed by the Processing Center Advisory Committee. The Audit Review Committee agreed to postpone discussion of this section until their October 13th meeting.

Steve Frank reported that the Laboratory Advisory Committee had not met but added that he expected the Committee to recommend the National DHIA Quality Certification Program 1998 Laboratory Manual with a few minor changes. The Audit Review Committee agreed to postpone discussion of this section also until their October 13th meeting.

Paul Miller was selected to write the minutes of the meeting and distribute them to the participants.
