Minutes of the Audit Review Committee Meeting
October 13, 1999

The second meeting of the Audit Review Committee was held at the Mariott Hotel in St Louis, MO.

The following persons attended as Committee participants:

Jim Boyer, representing National DHIA, was not in attendance. Paul Miller and Michael Rector attended the meeting as non-Committee representatives from National DHIA and Quality Certification Services.

Paul Miller opened the meeting and suggested that a chairperson be elected. The Committee agreed to defer that task until later in the day and Paul continued to lead the meeting discussion.

It was agreed that the objectives of the meeting were to review the recommendations submitted by the CDCB Advisory Committees and to prepare a series of auditing procedures manuals to present to the CDCB for approval.

Steve Frank presented a manual draft entitled CDCB Auditing Procedures for Laboratories. The Committee suggested that a page outlining the sample handling procedures be added to the manual. Bill VerBoort recommended that on-site audits be performed annually but the Committee agreed to endorse the CDCB Laboratory Advisory Committee's recommendation that the on-site audits be performed biannually.

In Jim Boyer's absence, Michael Rector presented a manual draft entitled CDCB Auditing Procedures for Processing Centers. The Committee suggested minor revisions prior to submission to the CDCB.

Michael Rector presented drafts of two manuals entitled CDCB Auditing Procedures for Meter Centers and CDCB Auditing Procedures for Meter Technicians. The Committee agreed to combine both manuals. Other minor revisions were suggested.

Bruce Dokkebakken presented a draft manual entitled CDCB Auditing Procedures for Field Services. The Committee suggested minor revisions prior to submission to the CDCB.

After the CDCB manual drafts had been reviewed and revised, the Committee elected Bruce Dokkebakken as the CDCB Audit Review Committee Chairman. It was agreed that Bruce would present the manuals to the CDCB for their approval at the October 28th meeting.

The Committee discussed the mechanism by which the CDCB would choose the auditor and agreed to recommend that the competing bidders not watch each other. They also agreed that the important factors in the decision should be the auditor's business plan, the qualifications of the auditing personnel, and the price service providers would be charged for certification.

Discussion was held regarding the conversion from crude protein to true protein within the dairy records industry. The Committee agreed to withhold recommendations until the decision on the Federal Order was final.

Michael Rector agreed to revise the auditing manuals and provide them for inclusion in the pre-meeting reference materials to be distributed by the CDCB. He also agreed to write the minutes of the meeting and distribute them to the participants.
