Minutes of the Audit Review Committee Meeting October 30, 2001 The fifth meeting of the Audit Review Committee was held at the El Dorado Hotel in Reno, NV Bill VerBoort, Chairman, called the meeting to order at 9:00 am. The Committee members present included:

The Minutes from the March 14, 2001 meeting were approved as written. The Committee reviewed the Field Service Advisory Committee Minutes from their July 18, 2001 meeting and endorsed the following recommendations: 1. To remove the requirement that all scales used be of a National DHIA approved type and substitute a requirement that all scales used meet the weight tolerance ranges described in the CDCB Auditing Procedures for Meter Centers and Technicians manual. 2. To remove the requirement that scales be checked for calibration at the 1, 2, and 5 pound increments in the CDCB Auditing Procedures for Meter Centers and Technicians manual. The Committee denied the FSAC recommendation to suspend the requirement that all electronic meters be checked for calibration on an annual basis until methods other than water tests can be developed. The Committee also recommended that the sections pertaining to calibration check documentation, acceptable calibration check readings, and minimum number of calibration checks required be revised and worded more clearly. The Committee reviewed the Laboratory Advisory Committee Minutes from their July 19, 2001 meeting and endorsed the following recommendations for revision of the CDCB Auditing Procedures for Laboratories manual: 1. Page 7, Calibration Check Procedure - To remove the requirement that the temperature of the Sample Unknowns be recorded when the samples arrive at the laboratory. 2. Page 8, Calibration Check Procedure - To remove the requirement that the temperature of the Sample Unknowns be recorded when the samples arrive at the laboratory. 3. Page 10, Sample Preparation - To correct the temperature ranges from 102°-104° to 104°-107° Fahrenheit and from 39° to 40°-42° Celsius. 4. Page 10, Sample Handling - To delete this item. The Committee did not act on the LAC recommendation on Page 9, Calibration Checks and Maintenance Documentation item 3, to revise the item to read "Date and time, where appropriate, of the calibration check or maintenance" feeling that more clarification was needed. The Committee reviewed the CDCB General Auditing Guidelines manual and approved the following wording changes: 1. Page 5, Audit Review Committee Responsibilities - To reword item 2 to read "To endorse or modify the recommendations of the advisory committees as necessary to ensure that the auditing procedures are consistent between the various service provider types and to submit these recommendations to the standards or auditing procedures to the CDCB." 2. Page 5, Audit Review Committee Responsibilities - To reword item 3 to read "To recommend revisions to the standards or auditing procedures to the appropriate advisory committee for their consideration." 3. Page 7, Service Provider Complaints - To reword the first paragraph in the item to read "Complaints regarding the failure of a service provider to meet the standards established by the CDCB, including complaints originating from the auditor, should be submitted to the auditor in writing. The complaint should accurately describe a violation or deficiency with the Code of Ethics, Uniform Data Collection Procedures, or CDCB Auditing Procedures Manual and be signed by the complainant and submitted to the service provider and CDCB chairman. 4. Page 8, Auditor Responsibilities - To reword the first paragraph to read "The auditor is a person or organization chosen by the CDCB to ensure that all certified service providers are meeting CDCB standards Bill VerBoort presented a summary of research by George Wiggans (AIPL) and made a proposal pertaining to outlier data. The Committee discussed the issue and approved a motion to have Bill lead discussions with the Processing Center Advisory Committee, Holstein Association, and AIPL to refine the proposal and submit a recommendation at a later date. Other items addressed included notations of supervised / unsupervised coding of LER testing, approval of meters that exceed ICAR specifications, the Tru-Test electronic meters, Texas DHIA representation at the CDCB level, and determining the proper authority regarding standards violations. The Committee did not act on any of these topics. The Committee approved a motion to elect new officers at the end of the spring meeting and to hold elections on an annual basis thereafter. The meeting was adjourned at 12:15 pm.
