Minutes of the Board of Directors Conference Call
October 8, 2001

A QCS Board of Directors meeting was held by telephone conference call on October 8, 2001.

Greg Marrs, Chairman, called the meeting to order at 12:00 noon EDT. The directors participating included:

Ken Crandall Processing Centers Committee Representative
Dennis Funk NAAB Representative
Greg Marrs National DHIA Board Representative
Ryan Starkenburg PDCA Representative
Mark Witherspoon At-Large Representative

Bruce Dokkebakken and Steve Frank were unable to participate in the call. However, Michael Rector, QCS President, and Paul Miller, QCS Secretary and Treasurer, did participate in the call.

Paul Miller reviewed the CDCB plans for the presentation of auditor bids, stating that there will be no distribution of bid proposals prior to the commencement of the meeting. He also stated that NDHIA might submit a proposal to set the auditing contract on a renewable bid process later in the meeting.

Michael Rector reviewed a draft copy of the QCS report and bid proposal. Based on Paul Miller's review of the CDCB plans, the decision was made to split the document into a QCS Report for distribution in the CDCB meeting book and a QCS Auditing Proposal for distribution at the meeting.

The Board agreed that references to complaint resolutions and service provider deficiencies be listed in general terms but that details be available if questions are raised.

The list of meetings scheduled for Reno was reviewed and the Board confirmed that, if directors could only attend part of the meetings, Tuesday would be the most important date for attendance.

The Board briefly discussed a solution regarding the lame duck period between the summer meeting election of Advisory Committee chairpersons and the spring appointment of QCS directors by the National DHIA Board. Paul Miller noted that National DHIA may consider appointing the QCS directors in the fall to alleviate this problem.

The meeting was adjourned about 1:30 PM.
